If Champa won his bet with Beerus instead and got Earth, this means that both teams for U6 and U7 change drastically in the Tournament of Power. For U6, it is pretty straightforward.
Team U6 in this scenario:
Goku and Vegeta would have visited Planet Sadala earlier and as a result, would have the chance to train with the U6 Saiyans. Piccolo may end up fusing with most if not all the U6 Namekians to gain a massive power boost. I don't see Frost being trusted enough to join the team (Freeza only got special treatment because he is a higher tier fighter and at least Goku has fought with Freeza enough to have an understanding of him as a person) and Magetta likely would be deemed too much of a liability due to his weakness which Vegeta would point out.
Now, what the heck is Beerus going to do for U7? Well, for that we must see who the viable fighters in U7 are. First, let us begin with how many available fighters there are in general...
Monster Carrot and his Rabbit Mob
Cheelai, Lemo, and other members of Freeza's leftover army
Jaco and other Galactic Patrol members (Merus cannot join of course)
Moro and other Galactic Prisoners
The Heeters and Granolah (and Monaito)
Tarble
Abo & Cado
Broly & Paragus
Warriors from various planets: Namek, Yardrat, Metamor, Zoon, Metalmen, Buyon's Race, Portal Hedgehogs, etc.
Saibaimen (if any are leftover in the universe due to Marba's dealings... maybe there really is a Saibaking out there in U7 as seen in DB Fusions?)
Spike the Devilman (debatable, but if he actually does live in Hell, then he might be another possible fighter)
As for what Team U7 would be like, let us see what that might look like:
Goku and Vegeta being around is the most fun he has had in millions of years, Beerus likes having the Saiyans around as much as he refuses to explicitly show it. I could see Beerus sending Whis and/or Shin to scan the universe for more Saiyans to replace Goku and Vegeta so he could continue to be entertained. I could see Broly being found eventually and his potential will definitely have Beerus' interest piqued. Tarble, by virtue of being Vegeta's brother would probably be coerced by Beerus into training upon finding out his reluctance to fight. Abo and Cado will follow of course, perhaps their fused state will enter the tournament as is so they could have more fighters via loophole. Moro could potentially be freed from his prison and restored due to his great magic power. Seven-Three could also be found by Whis scouting the universe and his mimicry would be immensely useful. The Heeters can be consulted and Beerus could end up making a deal with Elec that will result in his 3 siblings participating on the team. The Galactic Patrol have a Namekian member shown off in the background in one of the panels of the Jaco manga iirc. I was thinking that he may be one of the stronger members of the Galactic Patrol and maybe stronger than the average Namekian warrior. That being said, he could end up fusing with as many Namekians as necessary to power up for the tournament. The Metalmen may have a fighter who could be comparable to Magetta or stronger.
Alternatively, there is also the afterlife which can be scouted for potential fighters such as Freeza, Cell, or Dabura. Shin could even suggest recruiting from the Demon Realm. That would be a much more different roster, however.
