Here are most of the costumes appearing in the manga or Toriyama's artwork, faithful to the author's vision of what the characters would wear depending on circumstances.
It may give you an idea of what you'd like to see in games (when you see how many costumes from the original comics and various medias you can get in Injustice: Gods Among Us, you'd think they could do the same with Dragon Ball).
Naturally, Son Goku is likely the one that has the most costumes available.
Sorry if I get some information wrong, doing what I can!
- Story costumes: costumes that appear during the story itself. Because they are part of the original story, they should be mandatory in games, at least as alternative costumes.
- Bonus costumes: costumes that don't appear in the story itself, but in artworks. They may not be part of the original story, but are still part of the author's vision for a character, and would ideally be available as optional DLCs in games.
SON GOHAN (Child)
STORY COSTUMES (15)Spoiler:





2 - UNTRAINED (No coat) - A lighter variation of the clothes Gohan was wearing when he was still untrained. It is due to Piccolo deeming his main coat as impractical during survival situations and ordering him to take it off.
3 - KAME SEN DOGI - As some sort of parting gift before the six months of survival Gohan had to go through, Piccolo gave him a dogi similar to his father's. He did make the sign on his back different though, leaving the demon mark on him, hoping to make him a little demon. Some part of it can be considered a success: although Gohan never became anything close to a devilish boy, he was still influenced by the demonic side of his master in some way and would name his own signature attack using the very same "demon" sign. The costume comes with a sword.
4 - PICCOLO DOGI - When the Saiyans are about to arrive, Gohan is seen wearing clothes very close to his master's. However, he does have blue wrist bands similarly to his father, only wears the neck part of the usual cape and has a headband instead of a whole turban. It is unknown if Gohan asked for it out of affection and respect for his master, or if it was Piccolo's initiative to give his student something looking closer to him than a mere demon mark once his training was advanced enough.
5 - PICCOLO DOGI (No headband) - Pretty early during the Saiyan fight, Gohan loses his headbands, which gives his hair a wilder feel and gives him an edgier style.





7 - GOOD BOY - Pretty proud of her son going to deep space despite being worried, Chichi made Gohan look like a good boy, much to everyone's amusement and much to Gohan's shame. His haircut was also much tamer than what the boy had gotten used to for a whole year. But Gohan hated those clothes and had secretly prepared another outfit that he'd put on as soon as he'd be out of his mother's sight.
8 - NAMEK - For his trip to Namek, Gohan chose to wear Piccolo's dogi again, which he secretly made by himself after getting out of the hospital, knowing he would be heading to his master's home world. He has reproduced the same exact same outfit, including the differences compared to Piccolo's version. The only thing that truly changed is his new haircut.
9 - SAIYAN ARMOR - Allying himself to Vegeta, Gohan is given that Saiyan armor by the Saiyan Prince. The armor is resistant to outside pressure and flexible to inside pressure, so even though it is extremely solid against attacks, even the shoulders can't prevent the user from enjoying a total freedom of movement.
10 - AFTER NAMEK - After the explosion of Namek and the Freezer's defeat, there were still things to settle by using the Dragon Balls as months went by. During that time, Gohan would finally go back to Earth clothes, and his Namek haircut started to grow again to mid-long hair that he would stylize another way once they were long enough.





12 - SAIYAN ARMOR (Long hair) - Gohan has kept his Saiyan armor ever since the events on Namek, and as soon as he feels a new threat approaching Earth, he instinctively puts it back on to be ready for a big fight.
13 - READY FOR THE CYBORGS - Gohan has grown up a bit in three years and has chosen to wear Piccolo's dogi again, but this time, he has changed his shoes and ankle bands to regular Earth-like ones. His hair have had time to grow longer and wider.
14 - ROOM OF SPIRIT AND TIME - Gohan, along with the other Saiyans, is given a new version of the Saiyan armor when it's time to go into the Room of Spirit and Time. It immediately reminds him of his adventures of Namek.
15 - ROOM OF SPIRIT AND TIME (Short hair) - After becoming a Super Saiyan, Gohan has his hair cut by Goku, as they've grown way too long to be practical in combat. At this point, he will soon go through a sudden burst of growth, making him way taller in a very short time and becoming the character called "SON GOHAN (Cell Game)". Judging by his father, himself, and perhaps his little brother, it seems that random sudden growth is a particularity of the Saiyans' anatomy as they grow up to teenagers and then adults.

2 - BEACH TAN (Red) - A red variation of the beach costume, with the bright color fitting with a playful, outgoing mood.
3 - CELEBRATION - Time to celebrate with this colorful suit. While its shape is classic and classy, the bright, cheerful colors will remind everyone that it's party time!
4 - COSY WILDLIFE - These clothes are perfect to show how comfortable wildlife feels for you. Here, Gohan combines the style of an adventurer with a touch of an upper-class city boy looking well.
5 - CUTE LITTLE BOY - Used when Gohan was still a baby, those clothes underline his adorable side with a touch of Chinese tradition.






7 - EXPLORER - A classic explorer suit, complete with a pair of goggles attached around the neck.
8 - FISHERBOY - The perfect suit to fish in swamps, with most colors blending into the environment while the hat makes one easy to spot in case of accident on the water.
9 - FREE TIME - A casual, city boy outfit.
10 - JOURNEY TO THE WEST - Tradionnal clothing, inspired by the classic tale Journey to the West, which in turned inspired Dragon Ball.
11 - JUNGLE MASTER - A much more badass take on the legend, where Gohan is clearly depicted as a touch warrior you wouldn't want to mess with in the midst of the jungle. Apparently, a tiger tried and has now become part of the boy's clothes.






13 - POKER BOY - With a nice suit and exclusive slick hair, Gohan is stylish and ready to blend with the high class of society in high-stakes poker.
14 - RACE CELEBRATION - Perfect to celebrate one's victory in races.
15 - RACE CHAMPION - The kind of suit meant for experts and worn by champions able to get the 1st position in a race.
16 - RACING ON MY OWN - A costume designed to compete in races on your own like a big boy, complete with a helmet. The helmet shows the name and the Kame Sen mark.
17 - RACING WITH DAD'S HELP - A costume designed to compete in races with help from your family. Less centered on Gohan, it shows hints of orange to honor his father and the helmet mentions Jump and the Capsule Corporation this time.






19 - RIDE TO SCHOOL - Hard not to find Gohan adorable, going to school like this, especially with his tail as a cute touch. His orange backpack is likely a reference to his father's trademark color.
20 - SAIYAN INVASION (No Headband - Green) - More than once, Toriyama has shown Gohan as having a green variation of his Piccolo dogi at this point in the story.
21 - SANTA CLAUS - The perfect suit to celebrate Christmas. But Gohan is still way too young to carry on Santa Claus' mission, he's still young enough to be the one receiving gifts from him.
22 - SHORTS AND TRAINING - In an artwork, Gohan is shown to relax in his pair of shorts in-between training sessions in the hot Room of Spirit and Time. While the costume gives a feeling of being relaxed, it also gives the feeling of being a badass thanks to the many wounds all over that don't seem to bother him too much.
23 - SPACE SUIT - A space suit similar to the one Bulma was wearing to go to Namek. It may not be the most comfortable suit, but it could be mandatory to venture into deep space or even most planets.




SON GOHAN (Cell Game)

2 - EVERYDAY LIFE - Clothes that Gohan wears when he is out with his family, making people think of traditionnal Japanese or Chinese clothes worn by Kame Sennin sometimes. If not going out to public places, Gohan still prefers to wear his "Piccolo-style" costume even during peaceful days (although the anime chose that he does wear it some more after the Cell Game).
3 - HOMAGE TO PICCOLO - Gohan specifically asks Piccolo for a costume similar to his. Piccolo gives him a cape, but no headbands, and also gives him socks. The anime chose - in one of the movies - that Krilin "always felt like trying those clothes" at least once, maybe after having seen Gohan like this. Even during peaceful days, Gohan wears it.
4 - HOMAGE TO PICCOLO (Battle) - When it's time to fight, Gohan will remove the cape for more comfort and easier movements, much like Piccolo often does. The anime chose that Gohan likes to wear that version without the cape in various movies, which seems to contradict what we see before the Cell Game in the manga. Perhaps the young boy chose to get rid of the cape once and for all after he tried it once without the cape against Cell.
5 - HOMAGE TO PICCOLO (Torn) - Similarly to Piccolo, once damaged, the costume turns into an alternative version that reveals part of the chest but still holds on one shoulder, unwillingly mimicking Ten Shin Han's style.
6 - GOODBYE SUIT - For Trunks' return to the future, Gohan dressed well, wearing a simple but stylish suit, with a black arm band as a symbol that he is mourning his recently deceased father.

2 - BASEBALL PLAYER - The costume Gohan wears for school sports, during the baseball match.
3 - GREAT SAIYAMAN - The superhero costume that Gohan wears when he becomes the almighty Great Saiyaman. It was created by Bulma, and will materialize out of a watch, just by pushing a button. The technology is similar to that of the famous Hop-Pop Capsules. Gohan thinks it's awesome, but some people find it plain ridiculous. However, his strength and speed are still the same, and they are far from ridiculous by human standards.
4 - DAY AT SCHOOL - A cooler costume for school, with a T-shirt over a pullover. The trousers and shoes are the same than for his Orange Star costume.
5 - GREAT SAIYAMAN 2.0 - Because Gohan wants to participate in the Tenkaichi Budokai and helmets are not allowed there, he asks Bulma to come up with a solution. That solution is simple enough: mimicking the original look of the helmet with items that are not considered protections: sunglasses and a bandana. We never see Great Saiyaman drawn by Toriyama again after that, but in the anime and Battle of Gods, it is shown that Gohan has never reverted to wearing his helmet and likely prefers that updated look.
6 - EVENING AT HOME - Gohan likes the "T-shirt over the pullover" look, but he will change those once in a while. In that case, when announcing good news to his mother at the eve of his training, Gohan has simply traded his green sweater with a black one.
7 - GOOD NIGHT - Gohan spends his night in comfortable clothes. The white tank top is reminiscent of what his father was sometimes seen wearing.










9 - UNCOVERED IDENTITY - Because of his rage when seeing Videl suffering, Gohan loses his bandana and cape. He soon realizes that the sunglasses alone are not enough to conceal his identity and discards them as well. He will go on with the mission to abort Majin Boo's resurrection with those remnants of the Great Saiyaman costumes.
10 - MAJIN ABORTION - Further losing some of his initial Great Saiyaman costume during his fight against Dabra, Gohan ends up having just the black suit left, along with the boots and gloves. In just a matter of seconds, he is left with only one glove, since he had to ditch the second to avoid becoming a statue like Piccolo and Krilin. The fact that he gradually loses his Great Saiyaman suit as the situation got more and more serious might be seen as a metaphor of his goofy high school superhero life coming to a temporary end, as the need to fight more serious battles arises quickly.
11 - KAIO SHIN KAI - Kibito materializes this costume for members of the Kaio Shin Kai because it is deemed improper for a lower being to be around here in "lower clothes" (and it is improper for a "lower being" to be there at all, so he might at least have the proper look). Little does he know that Goku will soon teleport there as well. Either giving up hope that the rules can be applied when seeing yet another lower being arrive, or simply having better things to think about, Kibito does not materialize this costume for Goku.
12 - GOKU'S DOGI - A perfect replica of Goku's dogi materialized by Kibito, as Gohan wanted to fight Majin Boo wearing his father's costume and colors. Ever since, it is shown in the anime and Battle of Gods that Gohan still wants to wear this in times of battle.
13 - BATTLE OF GODS - This is what Gohan wears at Bulma's birthday party. At this point in the story, Gohan already has glasses, which is unlikely to be just for the looks. This would prove that despite their great physical advantages, Saiyans can partially lose their sight just like regular human beings, much like they can die from a heart condition as well.
14 - FREEZER FOREVER, READY FOR FATHERHOOD - Ever since he learned Videl was pregnant, it seems Gohan has opted for a wiser, more mature style. Some would say "geeky" or "nerdy". It is likely due to some kind of stress about being a good father showing a good image. His haircut looks like his Namek hairstyle, which fits with Freezer's return.
15 - FREEZER FOREVER, TRACKSUIT - While having to fight Freezer as an adult, Gohan can't seem to have his usual dogi and will fight in a regular tracksuit. Could it be that the green color is a tribute to planet Namek or to his martial arts master Piccolo? Gohan won't keep the glasses on while fighting.
16 - EPILOGUE, HOME - Years after his high school days, Gohan is still fond of the "T-shirt over the pullover" style. Except for the cooler jeans and the glasses, he's still as relaxed as he was as a student. His hairstyle has gone back to his teenage style, toning down his recent geeky style to make a good compromise. Perhaps he's a bit less stressed than he was before, now that his daughter is a healthy little girl that seems to be perfectly fine.
17 - EPILOGUE, OUTSIDE - This is when Gohan shows that he's grown a little older, with clothes he would likely not have worn during his high school days. He's a father now, and you can see it with his more mature look.

2 - GREEN TRAINING - A green version of the training dogi, as envisionned twice by Toriyama. This look might seem more mature than the blue one and is also reminiscent of young Trunks' dogi.
3 - KAIO SHIN KAI ALTERNATIVE - Another version of the Kaio Shin Kai outfit, which looks a little bit more royal with those colors.
4 - PERFECT KAIO SHIN KAI - An otherworldly version of the Kaio Shin Kai outfit for the Perfect Edition (Kanzenban), which is the same than the Perfect outfit for Kaio Shin.



6 - CELEBRATION - Similarly to his father, Gohan will wear a bright and colorful suit in times of celebration.
7 - SCPD - This is Gohan as part of the SCPD, the Satan City Police Department. Young and full of energy, he takes his job very seriously and is not to be taken lightly during a mission!
SON GOKU (Child)

2 - ORIGINS (Early Chapters - Comfort) - When about to relax, such as taking a nap, Goku likes to take off his shoes and wrists for maximum comfort.
3 - ORIGINS - The costume Goku was wearing for his first adventure, finding the Dragon Balls and then facing the Pilaf Gang! It was only a day after the beginning of his quest that Goku started wearing this version. This brought him one step closer to the trademark dogi he would wear in the near future.
4 - CROSSDRESSER - Goku was once forced to dress like a girl to trick the evil Oolong. He was not too happy with it, and despite the costume, had trouble acting like a girl in more than one way.
5 - FAKE - An alternate version of Goku which is in fact Puerh transformed. People may say what they want about it, but it sure proved its efficiency when it successfully fooled Oolong into believing it was the one and only Goku. Differences include the haircut, the eyes, the clothes and the lack of any tail.





7 - KAME HOUSE - When going to Kame House for a year of training with Kame Sennin, Goku brought everything he needed, and chose those clothes for his mission. It has similarities to the "Origins" costume from early chapters, but the belt is different and the top is now a comfy, white tank top.
8 - KAME HOUSE (Turtle Shell) - A version of the Kame House costume that goes with a heavy turtle shell constantly attached to one's back. The extra weight proves efficient to reinforce the body on a daily basis, and therefore it is set to become a training device used by many in the upcoming years, even as Goku has become an adult.
9 - KAME HOUSE (Safe Worker) - A special version of the costume that comes with a protection helmet for safety in hazardous environments. Some may argue that the heavy turtle shell, as uncomfortable as it is, offers protection as well.
10 - ISLAND PYJAMAS - Very simple pyjamas used by Goku during Kame Sennin's training. It is light and the user will easily sleep despite hot temperatures. Because the tank top is exactly the same that Goku wears on a daily basis while training, it is possible that those shorts are simply what the boy wears underneath his pants, just taking the latter off when it's time to go to bed.





12 - KAME SEN DOGI - To honor his master and symbolize that he's been trained by Kame Sennin, Goku accepts to wear this dogi given by his master for the Tenkaichi Budokai. He finds it very cool, and will wear this kind of dogi for every battle, for the biggest part of his life.
13 - SNOW GEAR - Originally belonging to Snow, Goku borrows that suit to assault the Muscle Tower, after discovering mountains for the first time, and how harsh it is to resist freezing temperatures with regular clothes. This gear will protect the user from the most extreme cold weather, but in return, it will quickly feel unbearably hot in a normally heated environment, leading Goku to give it up immediately as soon as he has broken in the tower.
14 - SNOW PYJAMAS - Typical, blue pyjamas with a very thick and fluffy texture to keep the user warm in snowy villages located near mountains.
15 - STRIKE BACK - Goku ended up being fed up with the constant bad actions of the Red Ribon army. Relentlessly, he finished Tao Pai Pai before annihilating the whole army in just a few hours. With a hole in his costume instead of his master's insignia (done by Tao Pai Pai's attempt to kill him, but also as a symbol of how Goku operates independantly at this moment), and a backpack to keep everything he needs, Goku is ready to strike back.



17 - BOY VS. WILD - After his three years training in the wilderness, Goku comes back with this costume. We can assume that he made it himself after hunting beasts. It is likely that he changed clothes from time to time and had costumes made of various animals as time went by.
18 - SURVIVOR - Goku's final costume as a kid, his classic Kame Sen dogi missing entire torn parts as a testament of surviving the toughest battle he ever experienced, the one against Demon King Piccolo. He would keep it for a while after this decisive fight, even when meeting God and starting his new training.

2 - ANNIVERSARY ORIGINS - A reimagined, modernized version of Goku at the beginning of his quest, to celebrate the 20th anniversary of Dragon Ball.
3 - ARALE STYLE - This is what Goku would look like if he was a male version of Arale. He does keep his name though, as written on his winged cap. Ideal for those who like a touch of delirious fantasy in their costume.
4 - BASEBALL PLAYER - The perfect costume to play baseball, long before his son Gohan would try it. While Gohan's game was a bit unconventional, you could say the same about Goku using Dragon Balls as the target!




6 - CELEBRATION - A colorful suit that sets the joyful ambiance of celebration just by looking at it.
7 - CITY BOY - With his simple T-shirt, shorts and red sneakers, those clothes are perfect to hang around the city with friends during summer time.
8 - DRAGON RIDER - With reptile-colored pants, a white tank top for comfort and helmet-glasses combo, all that you need is a dragon to ride to explore the skies.




10 - GREAT KAME HOUSE - A reimagined, modernized version of the Kame House outfit, for the Great Complete Collection (Daizenshuu).
11 - GREAT ORIGINS - A reimagined, modernized version of the Origins costume, for the Great Complete Collection (Daizenshuu).
12 - GREEN KAME SEN DOGI - A green version of the classic dogi, ideal for those who are not fond of the original orange and like to mix familiar and new at the same time.





14 - KAME SHONEN - Goku wears the equivalent to one of his master's costumes. A true heir to the Kame Sen style!
15 - MYSTICAL SNOW - Goku once had the strangest dream. In a cold, but invisible environment only made of the typical black sky that goes with Shenron's appearance, the young boy was trying to convince the legendary dragon to give him back Su Shinchu, the four-star ball... Was there some kind of message here?
16 - NO INSIGNIA DOGI - Goku's typical dogi, in a unique version that doesn't show his master's mark, just like when he's a grown up.
17 - PERFECT ORIGINS - A reimagined, modernized version of Goku at the beginning of the story, for the Perfect Edition (Kanzenban).





19 - PILOT ADVENTURER - Another costume meant for pilots, but with clothes that are more appropriate to initiate fights if need be.
20 - PIRATE - The ideal costume to embrace the lifestyle and adventures of the sea, meant for those who have the soul of a young captain ready to fight his way through the most legendary treasures.
21 - RAINY DAYS - Because you can't have blue skies everyday even in the sunny world of Dragon Ball, Goku has what it takes to go through a rainy weather, with a dark costume that blends in the grey environment, while the waterproof boots are reminiscent of his trademark bright color.
22 - SANTA CLAUS - An ideal outfit to celebrate Christmas time with everyone! Goku has a better companion than Rudolph to fly around!




24 - SHORTS - Once he has reached a certain age, this is what Goku wears underneath his actual clothes (he would keep that habit as an adult). In this case, fans were the ones who had to draw him a costume, but in the meantime, he had to stick with the shorts, which would still be ideal for summer time on a beach! For years, he didn't wear anything beneath his clothes, but growing up, he probably ended up feeling more comfortable with those shorts as his body evolved!
25 - YOUNG DRIVER - A version of Goku that is pretty passive and doesn't look for action, simply driving. Therefore, the boy doesn't need anything else than a thick pullover and overall classic clothes.
26 - SNOW DRIVER - The snow-ready version of the "Young Driver" costume, with extra protection against the cold all over the outfit, and even glasses to avoid receiving snow in the eyes while driving.
