...You can't be serious. You honestly believe Toriyama said Broly is stronger than Vegetto? It's called common sense.
EDIT: For one, Toriyama never goes comparing character's powers in interviews. Two, Broly is Toei's character, not Toriyama's and he could care less how strong Broly is or how he compares to the canon universe. Three, if Toriyama said Broly is stronger than Vegetto or SSjin 3 Gokū then he's gone senile. The strongest Broly can possibly be is somewhat above Fat Boo, and both Gokū and Vegetto are worlds above that.

Super Saiyan is written スーパーサイヤ人 instead of 超サイヤ人 with スーパー only if furigana. The latter is how it's actually written in the manga and most other places; I've only ever seen the former in video games. Also, there's no furigana over the "3" to indicate that it should be read as the English word "3" the way there usually is when "Super Saiyan 3" is written, which seems a telling mistake: unless told otherwise, Japanese people are going to assume that 3 is read like the Japanese word for the number and not the English one, while a non-Japanese person creating a fake Japanese interview might very well forget such a thing. And the speech of the interviewer and Toriyama seems a little too stiff and, well, textbook-y. The phrasing of Toriyama's second sentence seems a little odd too. All in all I'd say it's probably a fake created by a non-Japanese person with decent Japanese skills but not enough familiarity with actual Toriyama interviews.
Other things to consider: if this is real, where's the rest of the page? It seems awfully convenient that all we can see is this little part featuring just a few fairly simple sentences. There's a little bit of what looks like the tail end of a sentence from higher up on the page, but it's an incredibly generic sentence ending that could go with anything, conveniently enough. Also, why would anyone even ask Toriyama about Broli? He had nothing to do with writing the movie's story. In DB Forever when asked what Bardock's name pun was, Toriyama's response was to ask whether Bardock was even in the manga. Why doesn't something similar happen here? Toriyama's never given any particularly straightforward or meaningful answers to strength-related questions before, so why would he be so cheerfully talking about that here, especially when the character in question is one he had very little to do with?

So, to sum it up, just another extract of a fake interview from a sad Broli fanboy who wants to "prove" that Broli is stronger than SSj3 Goku and Vegetto.

Like CatouttaHell said, the common sense tells that is a fake.
1 - It's a Toei character, it's unlikely Toriyama would claim anything
2 - Despite the poor written japanese pointed by Herms, there is no source for such a thing. You only have a scan of a small part of a page.
3 - Broli is a character prior to the Cell Games part of the manga who was defeated in the end of the movie, so it's unlikely he would be comparable to a Super Saiyan 3.
