  • Goten and Trunks. Child prodigies that became Super Saiyans really early, but in Super are relegated to being comic relief/plot devices and they're not particularly great at being the former. The Kid Trunks/Mai relationship is easily the worst story aspect of Super, since she's a grown woman, just in a child's body.
  • Uub. Goku's official protege who doesn't get much to do in GT and just in general.
  • Launch. Obviously there's not much she could do in Z but she just vanishes off the face of the Earth with no sort of closure or anything.
  • Dabura. Becomes a good guy after he dies, creating a lot of interesting story potential. U7 would have won the ToP much faster if they subbed Roshi or Tien out for him. He could probably eliminate half the combatants by spitting on them and pushing them out.
  • Supreme Kai. Cool design, relatively powerful, but is just relegated to being a teleportation/exposition device.
  • Raditz. Literally Goku's brother, but we know nothing about him other than that he's a douchebag.
  • Chaozu. A Z fighter with psychic powers is a really cool idea but Toriyama never expands Chaozu's set of abilities. He either tries to hold you in place, or just uses moves that Tien already has.

How?
The Tournament of Power was supposedly about the most dangerous warriors across multiple universes competing against each other and yet no one but Goku ultimately mattered. You can spin the ending however you want but you still have every other fight across a year's worth of episodes. That was, effectively the last oppurtunity to make the nonGoku cast worthwhile and it was completely squandered (with the exception of Roshi which... is cool but also really random).

And, to be clear, this is a fighting shounen anime. The only value these characters have is how well they perform in fights. Nothing else really matters. Especially with the lead character being depicted as being so strong he can negate the time space continuum. Unique abilities and designs clearly matter even less in DB than they do in other fighting animes.
My opinions suck. You should probably mute me to spare yourself having to see them.

"If someone gets Star Wars wrong? Death threats. If a kid learns that a shitty song they liked when they were 12 was a cover of a song made in 1984? Death threats. If someone makes a Sonic game that's too dark and edgy? Death threats. If someone makes a Sonic game that isn't too dark and edgy? Death threats. If someone criticizes Naruto? Lots of death threats. Sexualizes pokemon? UNIVERSAL PRAISE." - Plague of Gripes

I dunno I feel like any more focus on Dabura would have ruined the joke. Him being reformed was just a quick gag “lol this demon that was basically the devil got sent to heaven as ironic punishment and now he’s a hippie love ghost” There’s not much of a character to begin with there. He served his purpose and then got brought back for a quick gag.

[*] Raditz. Literally Goku's brother, but we know nothing about him other than that he's a douchebag.
It does seem weird to never do anything with him. I feel like the anime could have brought him back for the other world tournament arc at the very least. Toriyama could made him literally any Saiyan with no connection to Goku. Making him his brother makes it seem like he should have been a lot more prominent.

[*] Chaozu. A Z fighter with psychic powers is a really cool idea but Toriyama never expands Chaozu's set of abilities. He either tries to hold you in place, or just uses moves that Tien already has.

At least Chaozu had movie 3
