That line before the segment you linked to where he was urging her to "Stay here" didn't sound at all like him, so I'd say it's just similar. I don't see why '99 Schemmel would want to go under an alias anyway.

Countdown Vampire is one of those cheaply localized games like Symphony of the Night that used whatever English speaking actors they could get in Japan for the dub. Jeff Manning was a regular in those dubs. Sean Schemmel wouldn't and couldn't be in it.
