You haven’t even given the story a chance yet to explain itself. You see two Dragon Balls and a new Dragon and you automatically hate it, saying this and that while the story is still being developed. Slow down, give it a chance, and lets see what happens. I hate how they minimize effort to get a wish over years along with actual story not even being about dragon balls anymore, except for first and last GT arcs since Namek saga. Dragon balls nowadays mostly exist to just get a wish to push story forward and collecting them is a joke. They even didn't really have that much trouble getting super dragon balls in U6 vs U7 arc as those were granted to them basically. Call me boomer, but i miss og DB where collecting dragon balls wasn't easy and was major plot point. In DBS we had 3 villains using dragon balls: Pilaf, Zamasu and Moro and all those were done without big effort and rushed.
Shenron granting more than a single wish doesn't help. And death doesn't matter because there are so many sets of dragon balls that you can always ressurect someone, if not by earth balls then using namekians which they will probably give you right away when you visit them.

There's no reason to show the Dragon Ball hunt if it's not going to be anything more than dead weight that drags out the story.
My guess is that the use of only two balls means either more or less power than the others...

Well maybe so but I would also argue based on what Beerus is saying to Vegeta and the new race finding a home on Granolah’s planet that there could be more than one theme this arc
