All we know is that it was enough to delay it by 2 months, so I'd say not that much was lost considering they've been working on it far longer than that.

Again I reiterate that, unless there was some other source that explicitly noted that footage/materials from Super Hero was lost as part of this ransomware attack, the previously-cited Anime News Network article did not make that direct connection. There were two separate statements: one that noted lost materials, followed by a note about impact on the film:

Toei Animation added it is still investigating the details of the attack, and stated it is not sure if it can completely restore what was lost in the attack. NHK added the ransomware attack is still affecting the production of the Dragon Ball Super: Super Hero film.

Is there something else concrete that folks have read, or is this all inference extrapolated to "fact"?

That new Cell figure is so sexy, wow. I hope it's an actual indication of his inclusion in the movie. I would really enjoy seeing that form on screen again, especially if Wakamoto Norio brought his A-game to his performance. I'm really curious as to how new dialogue between Cell and Gohan would play out all these years later.

That would be a really cool idea. One that's simpler and easy to draw would be very welcomed. He could also stick around longer!

I wouldn't be so sure of that. We don't know if this delay was because they lost data from the hack. They could also be behind the schedule already and now using the hack as an excuse, but I don't think they would lie like that.

I think that if he returns he will have a new form, if only to cell more merchandise and "freshen him up".

Not only they are too comedic (well Gamma 2 is) but also that's supposed to be a more light-hearted movie, while his absorption method is.. let's say quite scary for the intended audience

Unless they change it and new Cell just absorbs their chips like Android 13 did.

these got an ugly laugh out of me honestly
Anyway, personally I'd definitely be fine with not seeing another Cell get created in the movie. I mean, they're building/creating whatever's in that big machine, not resurrecting the Cell the cast is familiar with (I assume!?), so it'd just be a bootleg Cell nobody in-universe would have any real connection to. If "Cell 2" is the direction the movie's going, please at least make it a ripoff in the same vein as 13 and not a literal Cell repeat...
