Strange Japanese DBZ fan animation

I came across this completely by accident while searching for something totally unrelated, but thought I would post it as it's about Dragon Ball. Sorry if this is very old news but I had no idea what to search for on the forum to check that it wasn't!

Anyone have any idea what it is? Is it just a very odd fan animation?

How very random. I'm assuming that it's a fan made project with direction of the same style present on another popular anime intro?

Yes, looks like it though I'm not familiar with whatever anime it's parodying. Anyone recognize it?

I'm pretty sure they never made an anime about that...

It's obviously copying some sort of intro and using the same music.

I saw this on Nico Nico a while ago (I don't think it's removed either.) It's a MAD video based on "Sugoi yo!! Masaru-san" (Sexy Commando Gaiden: Sugoi yo!! Masaru-san) But it's kinda weird how they had all the Yugioh and other random tags and not one for the show it was parodying.
