Goku's 4x Kaioken Kamehameha barely hurt him, if you get what I mean.

That's explainable. Goku's Kamehameha had to push through Vegeta's Gallick Gun first, so it expended speed/force just reaching him, thus wouldn't have hit him at full power. If you think of it in terms of power canceling, if Goku's attack has a power of 35,000 and Vegeta's a power of 24,000, only 11,000 actually got through to hit him. What's more, the Kamehameha pushed him, with Vegeta 'riding' on the head of the wave. The Spirit Bomb engulfed him. It's like the difference between being shoved along by a high powered jet of water or dropped into a tank of water simulating a 5 mile depth. The former's going to sting like hell, the latter's going to squash you into a ball of mush.

* And now, the Buu era. It's been seven years since the Cell Games... and Krillin's power has declined a little since he's settled down and started a family now. Goten and Trunks are absurdly strong for little brats, even stronger than their fathers were when the Androids appeared, thanks both to being born with the power to transform already unlocked, and to playing in SSJ so much, they've already got it mastered (which is 100x still). Piccolo's gotten a bit stronger in the last 7 years, though Gohan's power has dropped some. Kibito's strong enough Gohan can't beat him without transforming, and Kaioshin's up close to the current SSJ level, but not close enough to actually be a match for them. Yamu and Spoppovitch don't really do much, but they could fly and shoot ki, so they've got to be moderately strong (comparatively speaking to early DB), and likewise with Videl. Vegeta's improved some since the Cell Games, and Goku's improved a lot thanks to being dead.

Yakon wasn't a real threat either, but about on par with base Goku. Only reason Goku really transformed was to overload him. Dabura's given as being around Cell's level, the 'better than I thought' so I put him just a bit over Perfect Cell's full power. Still not too much for Gohan to handle, but a bit of a challenge. Vegeta's Majin level I have just under Goku's level mainly because having them identical seems unlikely, so one should be a little less than other. Still close enough to be a good fight, though.

Buu's powers is based on where I've got Vegeta and Goku. The two don't really consider Buu much of a threat at first, so he's not very close to them in power when released. Then he powers up and Goku wants to fight him before finishing things with Vegeta, so now he's an actual threat. Even with his Majin powers Vegeta couldn't really hurt Buu, and SSJ3 Goku is stronger than him, so that's where Buu's levels are from.

Vegetto is A+Bx7. Because of them being Saiya-jins, rivals, and so forth, they get a better increase out of the Potara. Super Buu is 20% stronger than Kid Buu (who is 50% stronger than Fat Buu), with Buff Buu being 50% stronger than Kid Buu. The other versions of Super Buu are just Buu + Absorbed. Mr. Buu is 50% of Fat Buu's power. (Anyone notice the trend there? ) Kid Buu is stronger than Goku, enough so that he can toy around with him in their fight. Goku makes the Spirit Bomb 10x stronger to be sure it obliterates him.

1. I do not accept that Super Saiyan is a flat, constant multiplier. A transformation based on rage and fueled by savagery should not be as easy to calculate as the tightly controlled Kaioken.

I hypothesize that "Mastered" SS is a dead end along the same vein as 'Ultra', in the sense that it's far more work to sustain than you eventually get out of it. The discovery of Super Saiyan 2 covers this up, as its power boost is more than MSS could handle.

Shouldn't Gohan at least be a little bit stronger, say 160.000.000 since it's stated that the androids of the future are much more powerful than their other counterparts. Also when Gohan states at the beginning of the gaiden, that he wished that he was just as strong as his father was, Goku could have trained after his fight with Freezer thus be at little bit stronger than his counterpart in the other universe.

Hi everybody. I'm new here, but that won't stop me from posting my theories.
1. These power levels are all based on the manga and what I myself think is right. I will be using some from the Daizenshuu though, like Chaozu's.
2. I will not theorize PLs for anything before Raditz arrival because they weren't introduced yet.
3. Goku and Piccolo's PLs were NOT in the 400's when fighting Raditz. They were twice that, because they were still suppressed until Raditz fought them.
4. Vegeta, Raditz and Nappa don't know how to suppress their PLs, therefore it is always the same unless otherwise stated.

The Freeza saga

1. SSJ multiplies PL by 50 no matter what unless you're still working on it like Future Trunks did against Future Gohan in the special chapter.
2. As my Saiyan saga list these are all based on the manga, but now and then i will use references from the Daizenshuu, as i did with the SSJ multiplier.
3. Super Kami Guru(oh wait i mean Saichoro xD)'s power up works over time conveniently enough so neither Krillin nor Gohan was at full power when fighting the Ginyu Force.
4. Also I will try to make it more readable than the previous one, so it does not hurt your eyes:P

The Android Saga

1. After the battle on Namek the increase in PL is significantly decreased making it harder to get stronger.
2. I believe that SSJ is a constant multiplier by 50, so the characters won't get stronger than 50% Freeza in their base forms, except for Piccolo and fusion characters.
3. Cell's abosrptions work by adding to his own MAX power, in his Perfect form though he can acces even more than before... because he is perfect(yeah i know too convenient for me )
4. Transformations: SSJ=50*base, USSJ= SSJ*1,6, USSJ2=USSJ*1,9 SSJ2=SSJ*2
Perfect Cells full power is 2,5*base
5. Neither Dr. Gero or C19 are stronger than SSJs because he stopped monitoring them after Vegeta's defeat on Earth.

Chaozu > 610 - ... I actually really don't know, but he must be stronger than last time!
Yamchu < 75.000 - i believe Kullilin's potential > Yamcha training with King Kai
Tenshinhan > 75.000 - Tenshinhan trained hard, and it's tradition that he's stronger than Kullilin.

C18= 220 mil. - only 1,1 times stronger than Vegeta, however their match was quite equal..

Piccolo(weights. fused w. Kami)= 220 mil. - him and Cell are said to rival C17 & C18 by C16.
Piccolo(max)= 260 mil. - starts out better than C17 otherwise they are almost equals.

Imperfect Cell(having absorbed peopl)= 350 mil. - almost equal to C16.

Trunks= 9 mil. - almost as strong as Vegeta, as noted by the Saiyan Prince.

-(USSJ)==< 720 mil. - same as Vegeta.
Perfect Cell(supp.)= 820 mil. - only 1,025 times stronger than Vegeta, but Vegeta loses power as every second pass, so his PL is down so low Cell does'nt even feel his attacks, and oh yeah he is Perfect, that has to account for something.
Trunks(USSJ2)<< 1,368 bil. - stronger than Cell, as stated by Cell & Piccolo. Congratulations Trunks!! Your PL is OVER a billion(on the SHORT scale though). Also high ki consumption and lack of speed.
Cell(Buff)= 1,9 bil. - not his full 'buff' power though.

Goku(50%FPSSJ)= 750 mil. - way over Vegeta's SSJ power, which he is pissed about.
-(100% FPSSJ)= 1,5 bil. - stronger than any other Saiyan at this point.
Mr. Satan= 15! - he is in his prime and survived being thrown into a mountain xD.
(Cell 80% full power)= 1,62 bil.
-(Full power)= 2,05 bil.
Gohan(80% FPSSJ)= 1,6 bil. - i think Gohan could have been as strong as Cell in SSJ, if he wanted to fight and acces those last 20%.
Cell Jrs.= 1,2 bil.
Goku(fatigued)= 500 mil.
Vegeta & Trunks(USSJ)= 900 mil - Vegeta looks like SSJ though but in my PL list it doesn't make sense!
Piccolo(max)= 816 mil. - does this ring any bell? xD
Gohan(100%FPSSJ)= 2 bil. - though not seen, this is his full power, surpassed when becoming SSJ2.
-(SSJ2)= 4 bil. - 2 times stronger than max Cell enough to hold back some of his power.
Perfect Cell(100% Buff)= 3,075 bil. - 1,5*Perfect Cell(max)
-Super Perfect Cell= 4,1 bil - 2*100% Perfect Cell, and yeah he was slightly stronger than Gohan.

The Buu Saga
Controversy is imminent..!

Over the years the Buu saga has created a lot of debate about wheter or not one character is stronger than the other or if one character used that transformation in that battle or before the tournament. I will decide the power levels based on what i honestlly mean so in the following points you will see where I stand on the endless debates.

1. According to the Daizenshuu(one of them, I don't know which) Gohan was a SSJ2 against Dabra, but in the manga it is clear he was only a SSJ when you look at the aura and the fact that there is no lightning. As my other posts I base PLs on the manga only using stated facts like the multipliers of the SSJs that SEG published. Dabra is therefor on par with Perfect Cell.

2. As in the Android Saga there are no zenkais for the Saiyans plus it is harder to get much stronger, than you were years ago, in this list Vegeta and Goku are the only ones increasing in strenght through training, because Gohan didn't train at all only in one month out of 7 YEARS! his PL is therefore lower than 7 years ago.

3. I also believe that Kid Buu> Super Buu, based on the fact that Goku remarked to Vegeta, that Buu was getting stronger, when he saw him revert back to his original form, this also means that Kid Buu>Buff Buu> Super Buu. Another thing people don't talk about is that Kid Buu is NOT the Original monster Bibidi created, because the Original was not split in two(Kid Buu & Mr. Buu). If Kid Buu ripped the kaioshins inside Mr. Buu out, then another Kid Buu would appear! The stronger Kid Buu(the one we know) would then absorb him, thus gain his original power.
My views of all of the Buus from strongest to weakest(Original Buu included): Buuhan > Buutenks > Original Kid Buu(Kid Buu+(Mr. Buu-the kais)) > Kid Buu > Buff Buu > Buuccolo(+Goten&Trunks) > Buccolo(-Goten&Trunks)> Super Buu> Fat Buu(he can't acces the same power without splitting) > Evil Buu > Mr. Buu.

4. Dance fusion: this one is tough to explain.., but put simply all I did was multiply the power levels, and then dividing by a factor ala 10^6. For example if both fusees have adjusted their PL to the same and it looks like this A=B, AB=A*B, A=a*10^n, B=b*10^n, AB=ab*10^n*2, if you don't understand here's an example:
A= 5 *10^6, B= 5*10^6 A*B=25*10^12, that's way too much! AB=25*(10^12/10^6)
AB=25*10^6 or AB= 25 million!! You can basically say that they are multiplied then divided by a million because their PLs are in the millions, if they were in the thousands you'll divide by 10^3. Note: this isn't a perfect method in any way, because if they both had 1 million in PL nothing would have changed.. O_o

5. Potara fusion: works the same way as dance fusion when concerning PLs, the differences being that you don't have to have the same PL and even more it increases the product by double that of dance fusion!! There is one drawback(I myself invented) the difference in PL can't be more than 10 times, because then the fused beings will not be as strong, as what was expected. If one of the fusees is more than 10 times stronger than the other, then the products PL will be divided in half of that difference using the same example from the dance fusion I will demonstrate how a "good" fusion and how a "bad" one is: The good one: A=5*10^6, B=5*10^6 AB=2*(5*5*10^12), AB=50*(10^12/10^6), AB=50 million twice the power of silly dance fusion!! The bad one: A= 5*10^6, B=50*10^6 Difference(B)= 10*A, ½Difference(B)= 5*A, AB=(a*b)/5, AB= 2*(5*50*10^12) AB=(500*(10^12/10^6))/5, AB=100 million. I hope this makes sense to you cause I will use it as a way of explaining why Elder Kai didn't think Kibitoshin would accomplish anything even though he did become stronger.

6. Absorptions and transformations: Like Cell's absorptions, Buu's adds to his own, with the exception of the kais who are Gods and therefore weaken him(that's just the way I see it).
SSJ= base*50, SSJ2= SSJ*2, SSJ3=SSJ2*4(drawback power keeps depleting when alive).

And now on to the power levels I'm skipping the pre Tournament training

Mr. Satan= 7,5 - He didn't train and therefore lost half his power.
Videl= 30 - Gohan notes she is even better than Satan, and with her now controlling ki it is this high!
Goten= 8 mil. - strong as hell for a kid, but he is the offspring of a SSJ!
-(SSJ)= 400 mil.
Trunks= 9 mil. - same as Goten.
-(SSJ)= 450 mil.
Gohan= 30 mil.
-(SSJ)= 1,5 bil. - same as Goku's at the Cell Games.
-(SSJ2)= 3 bil.
Vegeta= 40 mil. - he states to Goku in Babidi's spaceship, that both he and Goku outclass Gohan.
-(SSJ)= 2 bil.
-(SSJ2)= 4bil. - I think he got it before the Majin spell.
Goku= 45 mil. - Otherworld training> Earthly training nuff said, although Vegeta isn't far behind.
-(SSJ)= 2,25 bil.
-(SSJ2)= 4,5 bil. - surpasses Gohan (and SPC Cell), as noted by Vegeta.
-(SSJ3)= 18 bil. - stronger than EVER however he loses power rather quickly when alive..
Kullilin<90.000, he didn't train in 7 years, but because he is a human his power is already at half it's max
Piccolo(weighted)= 1 bil. - AFAIK he only trained, after the invite to the 25th Tournament.
Kibito= 20 mil. - is implied to strong enough Gohan having to use his full power(don't know if that is SSJ or just full power in base)
Kaioshin= 600 mil. - Thanks to Piccolo now having the knowledge of Kami he is spared a clear loss.
Yamu & Spopovich= 90 - they were probably strong al ready, Babidi just made them supass their limits
Puipui= 2 mil. - 5% of Vegeta's base O_o, so yeah!
Yakon= 15 mil. a LOT stronger than Puipui therefore a good choice by Babidi.
Dabra(suppressed)= 1,2 bil. - When killing Kibito and before fighting Gohan.
Dabra(max)= 1,7 bil. - When fighting Gohan.
MSSJ Vegeta= 2,25 bil. - equal to Goku
MSSJ2 Vegeta= 4,5 bil.
Energy required to release Fat Buu= 7,5 bil. - I think Gohan's SSJ2 energy was 40%(it is only stated it was close to half)
Fat Buu(suppressed)= 2,5 bil. - Gohan said he could beat him if attained his true power(SSJ2).
-(angry)= 7,5 bil. - Gohan says he is way too strong for him! Vegeta doesn't stand a chance!
-(vs. Goku)= 15 bil. - I made him this strong, so Goku would doubt if could've beaten him.
Gotenks= 64 mil. - they have to be equal in power therefore Goten^2.
-(SSJ)= 3,2 bil. - Goku was horribly wrong, i'm afraid. SSJ Gotenks<SSJ2 Goku.
Fat Buu(splitting point)<< 24 bil. - Fat Buu's power has been locked away by the kais, if he gets too angry, he will reach his limit and the evil will dispel from him, he never hits 24 bil. because as he is oozing he loses the power as the smoke becomes Evil Buu, and Fat Buu becomes Mr. Buu.
Evil Buu= 16,5 bil. - the narrator states Evil Buu gets most of the power.
Mr. Buu= 7,5 bil. - is dominated by Evil Buu.
Super Buu= 24 bil. - can access all of Fat Buu's power, also Piccolo notes he is stronger than before.

In the Room of Spirit and Time..
Goten= 9 mil. - gotten a little stronger
Trunks= 10 mil. - the same goes for Trunks.
Gotenks= 81 mil. - the same way as the first time, Piccolo notes his power has increased.
-(SSJ)= 4,05 bil. - Goku is still very wrong about Gotenks potential in this form.
-(SSJ3)=< 32,4 bil. - since he is a living SSJ3 his power diminishes over time, and to make it even worse! the same is true for the fusion, that is shorter than normally.
Ultimate Gohan= 40 bil. - random number, he was said to be stronger than SSJ3 Gotenks and is CLEARLY stronger than Super Buu. Difference in PL: Gohan= 1,666*Super Buu, Gohan wasn't hit..
Buutenks(Gotenks+Piccolo)= 57,4 bil. -his inner body parts are able to sustain the SSJ3 fusion for 30 min. apparently or else he would have been f@*&ed! In this form he is= 1,435*Gohan, Buu wasn't hit..
Kibitoshin= 1,6 bil. - check out point 5, Elder Kai said he wasn't strong enough to fight.
Buuccolo(Piccolo+Goten+Trunks)= 25,019 bil. - as Goku said, Gohan could handle him like this!
Buuhan(Gohan+Piccolo+Trunks+Goten)= 65,019 bil. - no time limit! and 3,61*SSJ3 Goku!!!
Vegetto= 3,6 bil. - check out point 5. Rivals SSJ Gotenks in power alone! Of cause based on the manga
-(SSJ)= 180 bil. - the only guy to go above 100 billion!!! Super Vegetto(max)= 2,77*Buuhan!!! So he can afford to hold back a LOT plus he was never hit with any attack by Buuhan.. in the manga that is..

Buff Buu= 28,25 bil. - Goku to Vegeta: "Vegeta.. he is getting stronger!"
Kid Buu= 32,5 bil. - same as Buff Buu, Vegeta when seeing him: .."He is shrunk" Goku: "Excellent"!
-HEAVILY suppressed= 16,25 bil. Kid Buu toys with his opponents and hold backs a lot when he want to drag things out!
Original Buu(Kid Buu+Mr.Buu)= 40 bil. - if he hadn't split in two this would be his original power without influence from the kais. He would've been the exact same as Gohan, except he can regenerate!!!

If I were to ever make an experimental DB list, I'd most likely factor them in. Kid Goku didn't get close-to-death injured too often though, so there probably wouldn't be too many of them, and very few would mean any significant increase.

No, he's not, did you even read his battle power list? He's got Base Goku and Freeza at 1.8 mil and 2.12 mil respectively, and SSJ Goku at 42 mil.
