I'm sorry but Cooler at 470 million is unbelievable. Coolers Revenge must have been set just after Goku came back from Yardrat because, the big flaw in the movie, he couldn't control SSJ at will(Even though we know he had full control after coming back to Earth). Upon returning back to earth I'm doubtful as to whether Goku increased his powerlevel that much before he got back to Earth. We know that when he was on Namek his powerlevel was 3 mill, when he transforms into a SSJ which is a multiplier of 50 his powerlevel increases to 150 mill.
For Goku to beat Cooler if Cooler had a powerlevel of 470 mill Goku would have to have almost quadrupled his base form powerlevel to give him the advantage. With a battle power of 12 mill he would be 600 mill against Cooler which would assure him the victory. I highly doubt Goku had quadrupled his powerlevel before coming back to Earth unless the amount of powerlevel you gain through training scales with your current powerlevel.

Like I pointed out before, any of these levels (well, the ones for Coola and Broly anyway) could be finagled to work with just the series itself, but they're totally incompatible with each other. It's kind of funny.

I know it's official and it's from a movie based on the anime (which often pushes and/or breaks the boundaries), but "Kaio-ken x100" still smells like bullshit to me. The highest Kaio-ken level we'd ever seen in the series is Kaio-ken x20, and going by the official multipliers, Kaio-ken x100 would much be stronger than a potential Super Saiyan form at this time and equal to a potential Super Saiyan 2.
I know it could just be vague, since we apparently have nothing other than that quote, but I don't think you can just twist it into making sense. It's not as if it was suggested that Piccolo's donation of ki to Goku made him capable to withstanding higher levels of Kaio-ken (of which, in the movie, he either said nothing or just "Kaio-ken!" without a level to follow it, which is what normally happens), or anything like that. It just seems like a genuine mistake.
