He needs it to accurately sense battle powers. Without it, he's about as undeveloped as Cell stuck in his test tube womb. Vegeta has always been the gifted child in terms of this attribute, which means you could say Goku has a disability. Toriyama clearly wanted Goku to have a hard time, which means he probably wanted to show us the hardships of someone with a disability. That's why Goku was so fascinated by Vegeta's scouter. He marveled over it, but the story creator would never let him have it. During the Freeza arc, Goku had opportunities to steal scouters, so well, he did.

Indeed, Goku sucks, while Vegeta rules, consistent with the fact that Goku is a low-level warrior, while Vegeta is the freaking prince.

The only one I have trouble reading is the Cell Junior's, otherwise they go as follows:

Cell Junior: 46,655,274.
Cell: 900,000,000.
Majin Buu(Innocent): 1,000,000,000.
Majin Buu(Pure): 1,150,000,000.
Unknown robot guy: 10,000,000.
Rilld: 1,200,000,000. - Stronger than Buu as stated by Goku IIRC.
Super Vegeta-Baby2: 1,300,000,000.
-Ozaru: 1,580,000,000.
Super #17: 1,500,000,000.
Tao Pai Pai: 200,000,000.
Piccolo: 500,000,000.
Broly: 1,400,000,000.
Omega Shenron(can't recall his jp name): 1,900,000,000.

That's... insane. Cell Jrs are weaker than Freeza? Tao Pai Pai somehow surpassed Freeza and by a fair margin? The Boo and GT powers I'm not even going to touch.

They were in a magazine to hype the latest game the characters were in and may or may not make any sense with each other. It's up to you what you do with them.

It's a game for pete's sake. Every DB/Z game toys around with power relations because if they tried to mirror the series to the letter it'd result in an unplayable mess.

That said, I'm pretty sure the Cell Junior one is supposed to be the distance to the enemy and not their battle power. Using your scouter to track your enemies is supposed to be a major part of the game, as this Japanese page on the game goes over. That's probably why of the pictures dbgtFO posts, the Cell Junior one is the only one which isn't a close-up of the enemy, and why the number is so precise (46,655,274). On that page I linked to you can see a couple of similar pictures, with the enemy farther away and more exact numbers. There's even a Saiyan arc Vegeta one with the number 1,971,000, despite dbgtFo posting a close-up of him showing 18,000 like in the manga.

It seems the "variants" of enemies always have precise battle powers. In Cell Jr. case, they come in different colors, a purple one is 70,000,000 while a red is 83,996,583.

I am not quite sure about the details, but it seems that you eventually have a rematch with a stronger version of enemies you already defeated, and they have precise numbers, here some few examples:

I'm assuming you're getting these images from somewhere else and not taking them yourself, correct?
If so, then can you just post a link to the source so we can check out everything ourselves instead of just looking at the ones you find interesting?

Well Cell Junior is little to weak as its showed against Z fighters,,
Cell is ok and i realy never belived ssj1 or Cell would go over billion,,
Majin buu is incorect cuz Gohan in ssj2 against Cell would probably be around billion so yea,,
Rilldo is above Majin buu as its stated in GT but it doesnt make sence,,
Super 17 is to weak even if number are wrong i think he is not under Ozaru,,
Tao Pai Pai is 100% wrong,,
Broly is in my opinion ok but he should be above all even if it isnt stated that his power groves all the time,,,in movies he doesnt have equal so yea "one on one" with him means dead for sure...xD
