I agree. This is major bullshit. If The Witcher III can run on 1080p 30fps on a PS4, Xenoverse should run at least at *160* fps - not just 60fps. This is major bull and half of my respect for DIMPS' tech skills has vaporized. As for the Imperfect Cell pic, it means nothing to me. 2nd and 3rd stage Frieza, Gero, and the entire Ginew Force were shown in Budokai 1 cutscenes. Remember how they were in the game's actual roster? Oh yeah, that's right, they weren't.
So unless DIMPS has planned at least six more DLC packs, don't hold your breath for Imperfect Cell or the rest of Frieza's forms ...

Just like Call of Duty has run on the original Quake engine for years on years. The actual config files have never once changed.
Not entirely sure why you highly doubted it. Engines are just base frameworks to build games on. Just look at the variety of stuff made in Unreal, for example.
Already covered this in another post. Should be easily unlockable if this is the case.PC will probably be locked to 30 as well just like every Naruto game.

Hopefully their tech team is component enough to be using delta time so nothing should be affected by frame rate. We don't want another case of Need for Speed Rivals. That is lazy development.
The only negative we should experience from unlocking a frame rate cap would be increased difficulty in hitting frame specific timings. For casual offline play, that shouldn't matter.
