You mean on the timeline? I think it was Trunks who contemplated the changes that were made as a result of the time machine and Cell appearing. On paper you wouldn't think that it was all too consequential as Cell was in his larval state and had soon afterwards burrowed into the earth to gestate. What we hear speaks to the contrary, though. It wouldn't surprise me if Freeza's death at the hands of Trunks and Gero/#19's appearance somehow was credited in part to Cell.
