"No. 16 Stirs!" is the three hundred and seventy-first chapter of the Dragon Ball manga series by Akira Toriyama. It was first published in Japan in the 1992 #21/22 issue of Shueisha's Weekly Shōnen Jump.
Summary
No. 18 protests that No. 16 will be killed, but he just smiles. "You are good guys. You did not needlessly take the lives of humans or animals. I enjoyed traveling with you." Tenshinhan is surprised No. 16 intends to fight. Cell punches No. 17 in the stomach, then elbows him to the ground, and Cell says he will absorb him now if he is done with his futile resistance. He grabs No. 17 by the back of the shirt, and his tail opens up like a suction cup, wide enough to suck up No. 17 whole. His tail starts to enclose over No. 17's head, when No. 16 puts his hand on Cell's back. Cell turns around, and No. 16 punches him in the face, sending him flying. Cell thinks another fool who does not care for his own life has appeared. No. 17 asks No. 16 if he plans on fighting, and No. 16 says that is the gist of it. No. 17 thinks he will be killed, but No. 16 says he has calculated that he and Cell have about equal power.
No. 16 and Cell rush at each other. They collide hard, and then Cell stabs No. 16 in the neck with his tail, but No. 16 simply smirks. Cell is pissed that he is a complete robot type, and then No. 16 grabs Cell by the tail and slams him to the ground. Then he steps on Cell and rips his tail off, so now he cannot absorb anyone. Cell says he has Piccolo's cells within him, and regenerates his tail. No. 16 says he will just have to kill Cell to prevent him from reaching his perfect form. Cell says that is impossible, but No. 16 says he will not know until he tries. But Cell knows, and he powers up a bit. No. 16 flies at him with a kick, but Cell jumps over it and kicks No. 16, sending him flying. He flies after No. 16 and punches him in the face, sending No. 16 flying again. As Cell rushes at No. 16 again, No. 16 shoots his fist off like a rocket, hitting Cell in the face.
