i would say frieza saga mainly because that was when i say goku go super saiyan for the first time, then Majin buu Saga because they become so powerful plus mystic Gohan and SSJ3 Goku

The villains them self i would say Buu, Frieza then Cell. But the sagas would be in a different order.
I like Buu the most mainly because he becomes so powerful, then frieza because of his character and legend, then cell but they are all very close tough decision.
