At the end of the series Goku is alive so he doesn't have a special body anymore. He can still teleport to the otherworld, for example to train on Kaio's planet as seen in Battle of Gods, but he no longer has a dead body.

Its the/his magical body he gets to keep when he dies so he can keep training.

Assuming all Saiyans are living in normal Saiyan conditions and don't get lucky with near-death boosts multiple times throughout their lives, then yeah, a Saiyan's class is a pretty fair predictor of how strong they'll end up compared to other Saiyans in the same situation.
