If that's the case, then shouldn't Goku have been able to beat Cell? Didn't Cell say that Trunks was stronger than him, but that he'd lose because he wouldn't be able to land a punch?

huh... Goku and Gohan became stronger than Vegeta because of their special training. They stayed as SSJs for a long time, getting used to the form, trying to make it their new "base". That boosted their powers. Vegeta didn't do that.

hum... the problem with people getting stronger in db is that it's really inconsistent.

Goku is supposed to be really talented when compared to the humans, but the humans got more from Kamisama's training(and only one year of that) than Goku did in three years.
