I don't think it was thought through. The Super 17 arc was just a quick, short fan servicey arc used to launch the Evil Dragons arc. We never got an explanation for villains having no halos either.

I just noticed the Dragon Ball Super episode 1 page lists January 21, 2017 as the debut date for the Bang Zoom dub.

Maybe add that there was a sneak preview on December 17, 2016?

It was a bit surprising that they turned down Kirby Morrow to return as Goku, who had voiced him for longer than Corlett and Kelamis combined. If fans didn't obsess over the driving test episode an argument could be made for Cynthia and Yuzukar as they never even have a cameo again after the filler episode they debut in, although both are in Kakarot.

Its a shame we may never see the Ocean dub of Kai. Brian Drummond's Vegeta voice in the 2010s (based on convention appearances) sounded like a mixture of his traditional performance and Zechs Merquise, so he likely did something similar for Kai.

Little known fact nowadays but Brian Drummond was not always well regarded as Vegeta in the eyes (or ears) of fans, and was actually heavily disparaged in the early days of the Dragon Ball Z dub by the pre-Funimation fanbase.
