The issue here is that Goku doesn't try to fight buu until he is in pure form. He try to fuse with Gohan with buu in Gotenks form, when gotenks defuse Goku speak about Gohan and not him to fight Buu. Yeah the concept is good, the overuse of the dragon balls and the negativity thing, but this is a concept that needs no dragon ball creator no goods and few sagas, if the third saga is not the shadow dragon saga they need to forget the concept.

I think that the technique is not instantaneous nor infallible.

Zamasu can use Mai to shield itself and Frieza are immune to an attack from a god of destruction so is logical to think that he is immune to a hakai.
