Remove Whis's staff from existence. Rather, have the staff be in an arsenal for villains such as the likes of Goku Black or Zamasu.

Super's highest highs trumps all of GT. I'm due for a GT rewatch, but I don't remember having any emotional investment in GT's character in any of its episodes.
