I'd imagine it has more to do with the fact that they don't have the first anime scanned in HD like they do with Z in the form of Kai than any issues with reframing the footage.

The center track on the Kai BD audio mix is the dialogue and sound effects. The problem you're probably going to run into if you're going to be mixing this in with the Z dub to plug the gaps is the Z audio isn't as cut and dry as "rip out the center track and use that", to be honest I've never been...

Wasn't the original run of Super announced out of nowhere in a press release? It could be announced any time. Or it could not be announced at all. Them saying nothing at Jump Festa means next to nothing as far as I'm concerned.

It reminds me a lot of FUNi remasters, it looks superficially "clean" and "HD" on the surface...and then you look at it for more than 2 seconds and you realize there is 0 detail.

We actually get the same ammount of pages per month as the original manga, and it took Toriyama about a year to finish each story arc for Z. As others have mentioned, money. Additionally, even if they wanted to do a redub, considering Schemmel didn't want to be part of a partial redub, I doubt he would've participated in a full on redub of Season 3 onward. And a Dragon Ball Z dub without the voice actor for Goku is kind of a non-starter...
