Its worth noting that the Hakaishin & Angels may be empowered by forces outside of the universes so that is why they cannot be sensed by anyone. Piccolo probably didn't know Beerus was the current Hakaishin of the Universe, hence why had no issue attacking him, to him Beerus looked like just a purple cat causing problems. In the original manga, Vegeta states that no one of them could estimate Kaioshin's powers when he was in front of Piccolo ready to fight him, but is that enough? Guys, do you think that the SSJB in the dragon ball super manga is roughly 10x SSJ? That seems to be implied by less than 10% Blue Vegeta not being that much stronger than SSJ Goku, considering their performance vs suppressed Hit.

1. Piccolo is absolutely stronger than Goten and Trunks as SSJ as shown when Buu goes from Buutenks to Buucolo. Likely Piccolo vs #17. The initial portion of the battle had good strategies by Piccolo, while the second featured good choreography from both characters.

I'd give her an 8 or so. That'd place her at first show-down Kuririn and slightly below Yamcha, so I think beginning of the series, pre Roshi training Kuririn may be the strongest character she can best in a fight, that when exploiting the fact that she can fly and her minimal knowledge on chi.
