I like to think it was because Goku wasn't fully adapted to his new power. He'd never had this level of power up to this point, and couldn't use it as effectively as he could later on in the series. Somewhat similar to when he first gained Super Saiyan God, but to a lesser extent.

It's impossible for Piccolo to be weaker than the Buu Saga base Saiyans.
In the Cell Games, he was keeping up with the Cell Juniors, so he's at least in the same range as CG Trunks and Vegeta, who should have surpassed 50% CG Goku. The only way he could be weaker is if the base saiyans got like 40x ...

Yeah. It's way more liked now. I remember I used to browse old DB forums and there was so much GT hate. There's way less GT hate now.
I partially attribute that to Super showing how much worse it could have been, as well as people going back and watching the sub version, instead of the awful GT dub.

That’s a fair point - perhaps there’s some distinction between the state of Goku’s body and the amount of ki he can put out? Or, if you like, maybe Goku was still getting a feel for the form’s upper limit? He starts out at a level where he can be affected by ~70% Freeza’s ki blast, then gets ...

I think that Raditz shouldn't be stronger than enraged Gohan or the Makankosappo, which is why I went with 1,200.
