I think it's more like Roshi's immortality, as in he can't die of old age but is still mortal (otherwise Roshi would be immortal like Zamasu, as he wouldn't have any reason not to get Phoenix's immortality on top of the life elixir if they had different effects and he had easy access to the Phoenix)...
