It's TOEI's anime, I'm sure they would be free to use the broadcast audio in any sort of release without fear of legal ramifications. That said I think the fact TOEI threw out the original audio masters to begin with shows how little they care for it. Dragon Ball to TOEI is merely a show they adapt...
