Otherwise why would Dodoria's scouter work when Zarbon's exploded, and how could we know Freeza's PLs if the highest rating the most advanced scouter can read is only 180 ...

Why do scouters break? Is it because the battle power of the subject being scouted is too large, or is it because the battle power of the subject is increasing at too fast of a rate.

I always assumed it was because the subject's battle power increased at a rate that the scouter couldn't keep up ...

I haven't seen all of GT, but from what I have seen I like it enough to want to watch the full series.

About #19 being "revived" is it possible Dr. Gero made another one in Hell? Seems unlikely, but he did make another #17.

It seems to me that Nappa and Vegeta could not change their battle power. Their powers are stuck at around 8,000 and 18,000 respectively. When they "power up" it seems more like getting the chi flowing (kind of like getting the blood pumping) or making their chi bigger.
