Krillin might of sensed some of Cell's true power but I'm wondering why he could sense Trunks' power when Trunks had to transform to achieve it.

The Namekians and Perfect Cell didn't need to transform though. They can usually (but not always) tell when someone is holding back (Vegeta vs Cell being a exception) but they usually can't sense power that requires transforming.

Something I noticed in DB(Z/GT) is that people can usually sense someones power even if the person isn't at full power. They may not always feel the full strength but they can tell if their holding back and what not. Now on the flip side they normally can't tell how powerful someone is after transfo...

Well what exactly did he say? Like the person before said Tien was probably just really surprised at Goku's power. DBZ always has people surprised at someones power even without transforming.
