I think most of it comes down to the fact that Toriyama didn't write the anime. Any sort of adaptation is going to bring a bit of new flavor to a character, even if it's more subtle than, say, Geeko.

I did a quick check of the first arc. They seem to have a glow in Bulma's tale about the balls. They also appear to glow just before Pilaf summons Shenlong.
