I'd have to imagine Toonami choosing to air Kai over Z in recent years has to do with efficiency. Their 1st run of Kai was only 1 episode per week. If Toonami wanted better than normal ratings for this day and age they should try run something rarer like the old 276 episode Dragon Ball Z dub, although I guess for the Saban dub especially that wouldn't be viable as they'd need uncut content.
