I'm pretty sure Gohan was just ssj since the manga had no sparks, and in that case Dabura is definately weaker than Perfect Cell because ssj Teen Gohan even had trouble with Perfect Cell and if Gohan got weaker over those 7 years and Dabura=Perfect Cell than Gohan would not be able to keep up with ...
