Gohan needs to get serious to bypass Goku’s ultra instinct speed. He wouldn’t need to go that far against Piccolo, given the large gap between them. If Piccolo somehow rivals Goku, one would assume it would be a level below what Goku showed against Gohan.

I think the scenes following Gohan vs. Broly were made without the intent of faithfully represent real strength implications. It was intentionally conceived as a light moment, so that in the end all the Saiyans would have a great time.

That’s the whole point. The conflict being his own personal reasons for not using his full power, the solution being control. Until he figures out how to better use his power, he won’t be considered stronger than Goku, Beerus or any of the foes that came into play after he went berserk.
