Tien was going all out with Kikoho against Cell. I don't think he could have put any more force into his Kikoho even if he tried. He was already killing himself with every Kikoho he was blasting down on Cell. There wasn't much more he could do.

What a useless stream that was. Nothing new was gained at all.

It was just Toei being lazy with the animation. It's nothing new.
