I'm not sure if you've noticed, but Toriyama specifically, and thus Dragon Ball in general, tends to reuse just about every conceivable design quirk in its characters.

You know, I'm not sure I buy Goku and Chichi actually having legally signed any paperwork. I also don't buy that they saw their union as also a symbolic one with Kami-sama. Which means.....are they actually married in any meaningful sense, such that the concept of divorce would even be applicable?

Oob isn't a "character", but he's also not really meant to be one. He serves as the resolution for Goku's character at the very end of the story.

Yu Yu Hakusho is another one that will definitely scratch the Wuxia/Comedy itch. I've only watched the anime adaptation (which is solid), but I've heard nothing but good things about the manga.

Moreover, you can have popular characters with no character development, and unpopular characters with loads of character development. The two ideas don't necessarily correlate in any way.

Again, yes, that is what character development is. We all understand this.

That does not tell us why that makes it a metric for popularity.

In addition to what others have said, for whatever it's worth, once Goku grows up, Nozawa does give Goku a slightly deeper voice.
