I may have overlooked Daimao a bit, he's got the pure evil and sadistic tendencies, but definitely is conscious in the evil decisions he makes. To make it easier for myself, I'd probably say he's the most evil DB villain, while Freeza is the most evil DBZ villain, separating the two eras entirely.
