I'm just scratching my head while wondering "How?", at no point in the previous page is looks like he used the "Change" ability... Fake-outs like that are quite typical in manga, where the characters don't see something so the audience doesn't either, but... it's hard to imagine...

The King Cold body doesn't seem all that damaged - they were just holding him with their Kai ability, and he never damaged himself - so now he's put North Supreme Kai in the King Cold body.

I think interpreting it to mean that the amount of extra power he gained was on par with SS3 makes a lot more sense than saying that SS3 Goku is as strong as Buuhan, because all that means is that SS3 Goku or at least max power SS3 Goku is equal to Gohan. Yes, at least in DBM. That's not a thing in the original is it? Gohan just splattered them, so if they had regen in the original, you have to assume it was a lot weaker than what daddy had, either that or their core cell was a lot weaker and easier to destroy, which is how a Cell Jr has been killed...
