Not really. King Cold gets his chance as part of Cell. This also allows AT to handwave any confusion over new techniques Cell has.

I'm guessing the story would have been told more from Goku's point of view like BoG was. There might have been more episodes in the afterworld after Goku gets killed by Raditz.
