Regarding Merged Zamasu, I still think he lost huge amount of power after he got hit by the Kamehameha. Basically, Goku only surpassed Zamasu with the Kaio-ken because he got weaker. I don’t think it’s unreasonable to think someone who got half his body blasted away will lose huge power.
