IIRC, the only time(s) he goes SSJ in BoG is for the Super Saiyan God 'creation' process, in which case I just chalk it up to the 'magic' of creating a Super Saiyan God. Otherwise, probably an animation oversight, since all of the other Saiyans in that scene were transformed.

Yeah, wow. Those levels are just... wow. A few don't even make sense (outside of their size) like base Future Trunks being at 3 billion when he returns home after the Cell games, and yet still being required to use Super Saiyan to defeat 17 and 18 who are in the 400 millions....
