Goku seems losing at the end of the chapter. So no he isn't as strong as Merged Zamasu. It's like in the animé when Goku surpass Zamasu with Kaméhaméha and Kaioken. And in the Manga we know that Merged Zamasu is far weaker than Vegetto Blue so..... I really like the work of Toyotaro with power level !

As for Vegeta it's pretty clear than he understand the mastering of the Goku's SSBLUE only NOW...
He see Goku SSBLUE fighting against Merged Zamasu for a long time when even himself can't (chapter 23).
