For me, any new story or arc needs to justify itself from a story perspective as to why it exists. For Shonen that tends to be "OMG a more powerful opponent!", but I felt that the Saiyan and Namek arcs of Z did a pretty good job of doing that. We get to learn more about Goku and his race, ...

A browse through Daizenshuu 1 didn't turn up anything. That suggests that it was done after the manga concluded, but the art style suggests it was done around about the Namek saga, so that doesn't make sense!

I always figured that Goten and Trunks being stronger than normal was the mix of Saiyan and Human blood, although I don't think that was actually confirmed anywhere.

From a retrospective sense then it would be overpowered. but if Toriyama had used SSB over SS3 then it wouldn't be any more powerful due to the Shonen-style power algorithm of things when they get introduced.

Agreed, from Japanese point of view it's a degradation of the product and them reusing old footage makes Kai look like a cheap Cash grab. Which is why I think Funimation's name of Dragon Ball Z Kai makes more sense, as it's much clearer that it's an edit of the old show rather than "OMG YOU GU...
