The only differences I'm aware of between YTV and Toonami UK for the Westwood dubs are motion blur filters (to reduce epilepsy risks) applied to the UK airings. Presumably sales over the lifetime of the line fell to a degree that it's not an effective use of their time or funds to continue to jump through the hoops required to license the remaining arcs individually. A dull answer, but usually the correct answer to this sort of question is incredibly boring...

Having seen some of KBABZ's work on T1C, I can confirm it will be pretty spectacular when it's eventually finished.
But Milkman's is very good from what I hear, and watching in Japanese is highly recommended to those able to read subtitles anyway.
