We know it works irrespective of power (seemingly) in the manga. Goku used it on Fused Zamasu, who despite being stronger was still being disintegrated.

It would make sense in the context of the story and not add a "new" form. It'd just be an appearance change for SSGSS to signify Vegeta's new role.
