Technically, it's impossible to voice a character without an accent, because every person talks with an accent, even if they, like many Americans, don't recognize that they have one.

Gine may not have been a particularly developed or interesting character in Dragon Ball Minus, but Hanasia is every Saiyan cliche rolled into one. Not every Saiyan needs to be a hardass badass. It gets boring if members of the same species all fit the same mold.
