I think regeneration is an entirely power based ability. We know it uses up ki because Freeza noted it when Nail did it. So it stands to reason, the stronger you are the better you're able to regenerate. So it's likely King Piccolo simply lacked the required amount of ki to regenerate his wound.

Yeah, multipliers are nice for simpliticy's sake (espeically in the creation of PL lists), but should only be seriously used/considered when it comes to transformations (and the Kaioken).
