It is probably because Zen-Ohs want entertaining battles, no fun if some folks are going with the intent of killing opponents.
Yeah but I find that odd since Zen-Oh is very child like and is more then happy to blow up everything without a thought. It dose not feel like something he'dthink of. I think its more then likely the Grand Priest talked him into the rule for that reason, he knows that Zen-Oh can be unpredictable and temperamental at the best of times and so insuring that none dies during the tournament and making the fights last longer, also through the ring out rule, were the best ways to insure the Omni-King would be satisfied.
I am still very suspicious of Grand Preist myself, and the interview talks about a "grand" story... Hmmm...

For those questioning 17 and 18's enhancements being organic;

Also Daizenshu 4:

Biotechnological-type Artificial Humans

01 ~ Artificial Human No. 8
A human-based artificial human developed early on by Doctor Gero. "Hacchan" is the pet name that Goku gave him. He has no big special features outside of his superhuman strength and strong build. He has a timid and gentle personality. Though he won't fight when he himself is in danger, once he's angered he unleashes his true power. All artificial humans after No. 8 were built for the purpose of defeating Goku.

02 ~ Artificial Human No. 18
A female type, rare among artificial humans. Judging her by her appearance will backfire severely. Being human-based, she has the ability to mother children. Though she wields less power than her twin brother No. 17, she is still enough of a warrior to overwhelm Super Saiyan Vegeta.

03 ~ Artificial Human No. 17
A cool-headed artificial human who enjoys battles as if they were games. As the twin brother of No. 18, he places more importance on power. Like No. 18, he is fundamentally human-based and only his organic matter has been restructured. The few mechanical parts that are used were for his emergency deactivation controller and self-destruction device. If the emergency deactivation controller is used on the powerful No. 17 and No. 18, they become unable to move their bodies.

As infinite models, No. 17 and No. 18's energy is limitless. Even if they discharge barriers or energy bullets, it isn't depleted.

He said it is about tactics and so Krillin etc may prove to be useful and he showed this in that episode where he sliced under Goku and don't forget it is about teamwork too Goku was about to over power him in the Ki clash but 18 intervened that will be allowed in ToP.
Its still kinda hard to... you know.. swallow what they're saying all for the sake of making the other characters play a big part, but then again on the bright side having Roshi,Krillin and Tien play an important role is a good thing, it destroys the so called "Goku and Vegeta show" even more plus a more fun way to watch it as it has tactics/strategies and all that good stuffs now rather than the usual cqc clashing of who's more powerful, I'm not a fan of what they're doing but I guess I'll get over it after seeing more and more episodes, I mean honestly they wouldnt be able to pull off anything worst than Krillin V SSJB Goku even if it did have a reason to exist, I just hope someone from Toei doesnt read this and pulls a "We wouldnt huh? challenge accepted."
I don't see what is so hard to swallow about it, the rules are their for a reason to help the like of Roshi and Krillin out, I am sure everyone would be more satisfied seeing Krillin do things with 18 than seeing a bunch of aliens from a random planet who has an audience we have zero connections with. You said it yourself it's more fun this way so why are you at the same time not a fan of it? I don't understand.
My problem isn't about Krillin and Roshi getting in some action. Dragon Ball established long ago that if the power gap is too large tactics are useless. Krillin is so far behind that strategies with him would essentially be useless. For example, Krillins Desrtucto Disk against Cell was pretty much useless. Goku and some individuals are so much stronger than Cell now that Krillin is absolutely powerless and stands no real chance. Don't even get me started on Roshi. Power wise he was left in the dust during Dragon Ball. Super proved that their "tactics" approach doesn't work with overwhelming power. Aka Beerus. Don't throw me garbage by saying "Beerus is a diety so it's to be expected.." Beerus, like most of the other villains in this series, are unbelievably strong. No amount of tactics was enough to get Frieza out of his chair when he returned. When you have situations of random, illegitimate and unexplained power ups, you get endings like the Trunks arc. Or even worse. The series turns into Fairy Tale.

If you're wanting to bring the old players back into relevance, you don't just say "screw the rules we set.." instead you bring them back into relevance by having them go through some kind of special training that they had never been through before. Like training with Whis for an extended amount of time. That's completely out of the ordinary and something I could legitimately making a difference. Krillin Deciding to lift weights and workout after 10 or so years of no real training magically catches him up and makes him relevant. The fact that people are willing to say "that's good enough for me. Stop complaining.." is just absurd. People are making excuses for poor writing. There's nothing wrong with wanting consistent storytelling. At all. And I'm going to express my frustrations whenever I feel like.

My point is, I have no problem with the return of the old cast as long as it's done in a legitimate way.

I knew someone was going to point that out. Yeah it was filler but it's still considered canon in the anime.

If thats all you took from my post I don't know what the point was in responding. There are multiple examples of Krillin proving that he's been useless since the Frieza saga.

Like when he cut off Freeza's tail and was able to run away at one point without being immediately killed by Freeza, who was way faster?

Not long ago everyone wanted the old cast to become relevant again, and now you complain about them being reintroduced in a very smart way? Like really, how would you expect them to come back to relevance? I think this battle royale with no flying and no killing rules is exactly the best way to bring the old cast back.
It's quite obvious that in a scenario like this tactics will be useful and it won't be all about power until only few characters remain on the arena.

The power gap between Krillin and Goku(every villain in super) is much larger than what the gap between Krillin and Frieza in Z.

There's absolutely nothing wrong with wanting a series to do something the right way and not be lazy about it.

Enlighten us with the supposedly right way to handle this situation. I think what they are doing with the old cast is already perfect.

if you really care that much about my perspective, then go back and look at my post I made not too long ago. I don't really care enough about debating to type up another long post.

It's something very obvious, but "the way i want" and "the right way" aren't the same thing. One just comes off as entitled and spoiled talking like that.

There is a RIGHT way.

Essentially what you all are saying is no flying and killing is the only handicap needed to make Krillin and Roshi relevant.

You guys are also saying that Krillin only needed a few weeks of training to make himself relevant again after 10 years of inactivity. Despite that Goku, Vegeta etc. have all had years of constant training only to have Krillin magically pop up and kick some butt.

Roshi has been watching porn for the last 20 plus years and now he's strong enough to hang with everyone. Despite not being able to stand up to King Piccolo?

Do you not realize how.... silly that is?

What people somehow didn't realize is that if they'res weak people on u7, who's to say there can't be weak people in other universes. Not everyone will be Goku level.

I made a bet with Alee9977 that Vegeta won't be beaten quickly by an opponent. If I lose, I switch my avatar to Vegeta getting beat by hit. If I win, he switches it to Vegeta holding Black by his hair. This will last a month.

Agreed, considering every kaioshin from The other universe must know with the expection of u2, power isn't the only deciding factor,is teamwork and strategy.

And on top of that, who's to say there won't be several characters that have unique abilities which make raw strength worthless?

true all The universe must know about that,U3 made a point, brains≥brawns, maybe u2 will be representative what happens if you don't choose the right player's with technique, teamwork and stategy Instead they choose raw power for all members, causing them to lose
Team dragon is a perfect balance of power and tactic, and #17 embodies those perfectly, since he have both of those traits
