Where is it said Zenkais don't happen anymore?
Would be much appreciated
Canon is Jaco, Dragon Ball except for EoZ, Dragon Ball Super anime and manga (both are separate canons)

It's probably more accurate to say near death power ups stopped being mentioned after the Freeza arc concluded. With the exception of Cell, it seems to be a benefit that's never talked about when characters survive near-death experiences anymore.

There's also the bit in the Buu saga where Gohan gets healed by Dende after Buu kicks the crap out of him after absorbing Gotenks. Buu comments that Gohan's only as strong as he was before, rather than getting a boost after being healed.
Other than that, Cell's return after self-destructing is the last time near-death boosts are mentioned, and even in his case it seems likely that the actual near-death boost wasn't such a big deal (it wasn't an increase in "base" power that boosted him up so much as the way he somehow was able to return to "Perfect" form without the Androids and then unlock his equivalent of Super Saiyan 2, complete with lightning aura.) And before Cell, the last near-death boost to be mentioned was Goku's enormous jump up to 3,000,000 before the Freeza fight.

I think it's more of a case of diminishing returns, to the point where the boosts become insignificant.

What about the change in Goku’s battle power after that?
Even after the battle with Freeza, formidable enemies surpassing human knowledge appeared one after the other to face Goku. Though the power-ups received after having wounds healed became small, Goku and co. began using transformations and fusions to increase their battle powers, to the point where they could no longer be measured numerically…
- Note: The ending paragraph seems to mostly be a way of explaining why no battle powers are available after the battle with Freeza, saying that past this point battle powers become simply immeasurable. The way the note about near-death power-ups becoming “small” is phrased in Japanese (sukunakunatta), it could either mean that they became small, infrequent, or simply insufficient.

Weren't the zenkai boosts getting bigger and bigger though? Vegeta jumping up from Cui level (Earth) to Base Zarbon level (Start of Namek) and eventually being able to compete with First Form Frieza
