Shouldn't Goku & anyone else with supermassive Ki be causing changes in the environment by simply existing?
Goku has enough energy to cause destruction on a universal scale, he ought to be so super-dense that a mere footstep ought to cause earthquakes across the globe even if he was holding back. Gohan could apparently shake his classroom(or even the entire building) just by tapping his feet repeatedly so what's the deal with Goku not accidentally causing planetary destruction with a teensy amount of force from his foot?
Does Ki just happen to have some convenient restraint upon it that prevents even godly users from making a mess of the cosmos in their everyday activities?

Because Ki's true nature operates on an immaterial level, yes. However, when channeled by a user for a physical task, mass & force is generated. Why does this mass & force act selectively with what laws of the universe it wants to obey?

Are you expecting ki to generate gravity or inertia? Since it's basically a made up phenomenon, we can say it doesn't do these things simply because it doesn't.

Although, it does seem like it can grant people inertia at times.

It all comes down to the very nature of Ki itself.

It's an expression of the body, soul, and mind into a supernatural and tangible form for use. The most common users of Ki are martial artists, and thus Ki reflects how they use it. Rather than to destroy and whatnot, Ki is used most often for augmenting strength, durability, speed, etc., and thus expresses itself as such.

While it CAN be channeled to cause major environmental damage, such purposes are counterintuitive to Ki's usage and thus are infrequently seen. Thus, the default is to simply exist as an extension of the user's own skill and body.

Now, the Ki of a God of Destruction? THAT is a different story.

There have been several examples of Ki users(mostly Saiyans) having significant strength in everyday activities. Goku didn't even try to but he sent Chi Chi flying through a wall, a tree, and then a hill by gently slapping her shoulder. If a slap has enough power to send a human body flying through several objects and if Gohan can shake a building by anxiously tapping his foot then these Saiyans are indeed generating high force even if they don't intend to be using their Ki.
