Could the Z fighters become as strong as they are now without meeting Beerus and Whis?

Saiyan power also has a lot to do with their mental limits as well. Goku and Vegeta think they hit walls before and it stops them till they see something that makes them think they can break these limits. Goku for example thought he was maxed out in the cell saga and yet he not only got stronger than Gohan he unlocked ssj2 and ssj3.
