Probably he is. But after all that time he spent dead, he's around eight years younger than what would be his calculated age, not counting the time he spent in the Room of the Spirit and Time.
I was voted "most unique" and "most likely to become the next existential thinker" in high school.

Gokuu? Late sixties? That's way too old. Going off the official source saying that GT is five years after Z, the beginning of GT starts 40 years after the beginning of Dragonball. Gokuu was 12 back then, and thus would (under normal circumstances) be 52. Of course, with the complications of being dead for several years and spending time in the Room of Spirit and Time, he'd probably physically be mid-forties (not that that seems to have much effect on Saiyans, anyway), but then he gets turned into a kid, anyway.
