It could be Whis, it could be Champa or maybe Beerus was lying since the beginning so Goku would train more so he could have a better challenge.

In the BoG movie, Monaca wasn't even created yet, so he was referring to Whis there.

I can't remember, but in either Battle of Gods or Super, was there really any indication of how long ago it was that Beerus fought this other person stronger than Goku? For all we know, it could have been so long ago that said person is no longer even alive anymore. That's been my guess anyway (at least, until Monaka, but then...well...yeah).

My guess is whis, since he demonstartes that he is stronger then beerus in various dialogue between the two and the before mentioned in Battle of the Gods he says that that one person is whis.
I believe he is stronger then Champa because when we see them first meet in Beerus' dining room, Champa refers to him as the grim reaper and Champa's overall attitude in that conversation toward Beerus suggests that Beerus is the stronger of the two.

The OP asks who's the strongest person beerus fought, as he tells goku that goku is the second strongest guy he ever fought. Since beerus and champa have fought before, I'll say the answer is definitely champa.

Considering we keep seeing new characters as Super progresses, I bet this "1st strongest" opponent is someone we haven't seen yet.

The whole 'second strongest' thing was meant to be a door-opening remark (and by implication, a hint at Whis' strength), but it has just turned out to be another outlier. I enjoy how Toriyama has made a joke out of it by throwing Monaka in there, but with the existence of Champa and Vados, it's fairly clear to see that Toriyama just hadn't thought that far ahead.
Dragonball is full of throwaway one liners like that - just like when Vegeta proclaimed himself to be the strongest in the Universe, only for Freeza to later show up, who in turn then also claimed himself to be the strongest in the Universe, only to later admit knowledge of Beerus and Majin Buu.
I guess, for the most part, we write these sorts of statements off as being boasts or figurative remarks that don't really upset the balance of things too much, but when it comes down to it, it's really just a case of Toriyama playing for dramatic tension in the 'now' with limited (or without any) regard for future plot expansion. In the original Manga, he actually skirted the issue quite well, I think. Freeza being the galactic overlord was a piece of logic that wasn't really upset by the creation of Cyborgs/Cell or the awakening of some long forgotten evil in the form of Majin Buu. Heck, even Dabura's elevated strength could be explained away by him being an entity from the 'demon realm'.
